mostly the perimeter sensors around the dome. it could've just knocked them loose, they can be finicky. looks like the power dipped for a second just before the earthquake hit too

Realistically, no, because there were similar readings before other incidents and they all manifested in unique ways. All we can really anticipate is a high likelihood that everyone's Liminal abilities will be affected in some way.

[...] No. I suppose not. Major events with notable spikes of rift_β radiation were... the February pulse, the June storm, Ernestine's disappearance in July, the August mist when the glowing entity was spotted, and when our powers all swapped in September.
